About AIMS

The Administrative Information Management System (AIMS) is a centralized information technology system for three essential areas—human resources (including payroll and scheduling), finance, and supply management. AIMS will optimize staffing processes, strengthen operations, manage complex schedules, ensure compliance with labour laws, and improve the overall experience for employees and, ultimately, patients. Shifting away from labour-intensive, paper-based processes to more automated, streamlined systems will provide centralized access to information, greater visibility into data, and less time spent on unnecessary administrative tasks.

When fully implemented, AIMS will replace more than 80 separate systems reaching the end of their usability and will streamline more than 1,000+ processes. The system modernizes business operations and better informs decision making. Implementing AIMS is essential given the advanced ages of the various systems and the need to ensure they are protected to a modern, secure standard. 

AIMS will improve and streamline processes to ensure:
  • 50,000 employees are paid every two weeks (approximately $2.5 billion annually);
  • 15,000 healthcare workers are scheduled daily;
  • 450,000 vendor invoices are paid annually;
  • 160,000 purchase orders for supplies are produced annually; and 
  • financial reporting for over $5 billion in healthcare spending.

Other provincial health authorities are pursuing similar initiatives. For example, Manitoba recently rolled out its new workforce management system. Ontario, British Columbia, and Alberta are implementing similar systems in 2024/2025.

The Waved Approach

AIMS is being introduced to employees through a phased or waved approach. This approach ensures each part of the system and associated processes are tested and functioning as intended before advancing to the next wave. Stabilization between waves allows time for employees to adjust to changes and to address any emerging issues.  

The first phase of AIMS was launched in the summer of 2024. We are in Wave 1 stabilization, working on improvements in four key areas:

  1. People and learning – Supporting employee learning around system and process changes.
  2. Processes – Streamlining and improving more than 1,000+ processes used by 12 former regional health authorities and more than 100 health organizations. 
  3. Technology – Working to resolve emerging issues.  
  4. Data – Ensuring data is accurate and reliable, with no errors or duplications, providing one provincial view of the health system’s administrative data.

Our Partners

AIMS is a collaborative partnership to modernize and align administrative health system technology and processes required to support health-care operations in the province of Saskatchewan. These systems affect approximately 50,000 health system employees in organizations including the Saskatchewan Health Authority, 3sHealth, Saskatchewan Cancer Agency, eHealth Saskatchewan, SAHO, and more than 100 affiliates and partners.  

3sHealth provides shared services and works closely with health system partners to solve complex problems to ensure the health system is sustainable for future generations. 3sHealth supports the areas of payroll and scheduling, employee benefits, dictation and transcription, linen, contracting, and transformational services. 3sHealth and the Saskatchewan Health Authority are co-sponsors of the AIMS initiative.

Saskatchewan Health Authority is the largest organization in Saskatchewan, employing over 40,000 employees and physicians responsible for the delivery of high-quality and timely health care for the entire province. 

Saskatchewan Cancer Agency provides leadership in health promotion, early detection, treatment, and research for cancer.

eHealth Saskatchewan is a Treasury Board Crown Corporation providing information technology service and support to the health-care sector, including partners like the SHA and Ministry of Health. In addition to the technology health-care providers and patients rely on, eHealth manages electronic health records, provides health card and Vital Statistics services for the province, and provides patient access to records through MySaskHealthRecord. 

SAHO Inc. acts as the health sector employers’ bargaining agent. SAHO leads collective bargaining and provides interpretation, arbitration services, administers classification and job evaluation programs, as well as data analytics and compensation services for the health sector.

Affiliates and other partners include organizations which provide vital health services and employ staff who will be affected by changes to the human resources, finance, supply chain systems (e.g. physicians, long-term care employees, community health service professionals, vendors, etc.)
